# Compliance Glossary

> Definitions for 10DLC, A2P, ATDS, CSP, TCPA, TCR, 527 organizations, and other terms you'll encounter in political-text compliance.

## 10DLC

10-Digit Long Code. Standard local phone numbers used for Application-to-Person (A2P) text messaging.

## A2P

Application-to-Person messaging. High-volume texting from software platforms (not individual phones).

## ATDS

Automatic Telephone Dialing System. Equipment that dials numbers automatically without human interaction (restricted by TCPA).

## CSP

Campaign Service Provider. Messaging platforms that register brands with TCR.

## Scheduled Messaging

Sending messages to specific, targeted phone lists at a scheduled time. Does not use random or sequential number generation, so it does not meet the TCPA definition of an autodialer per *Facebook v. Duguid* (2021).

## TCR

The Campaign Registry. Central hub for registering brands and campaigns in the 10DLC ecosystem.

## TCPA

Telephone Consumer Protection Act (47 U.S.C. § 227). Federal law restricting automated calls and texts.

## 527 Organization

Tax-exempt political organization under Section 527 of the IRS code (campaigns, PACs, parties).
